Fixed penalty notice


A ticket issued for environmental offences, like littering, fly-tipping, or leaving bins on the street, is known as a fixed penalty notice (FPN), which are effectively ‘fines’.

You usually have to pay the penalty within 14 days. Follow the instructions on your notice. You might be prosecuted and have to pay more if you do not pay your penalty on time.

Only use this form to pay a fixed penalty notice issued by the council, this will start with 0. If the FPN number does not start with 0, please follow the instructions on your notice to find out how to pay.

FPNs must be paid in full. We do not accept part payments or payment plans.

Do not use this form to pay a parking penalty charge notice (PCN).

You will need

  • Your FPN number beginning with 0, found on your penalty notice
  • The post code of the address where the FPN was posted. This will be included in your penalty notice
  • A credit or debit card to make the payment.

What happens next

You will see a confirmation on screen when you pay your fixed penalty notice. You may want to save or print it for your records.

Once the FPN has been paid, the case will be closed. If you commit the same offence again, you may face court action.

This form should take approximately five minutes to complete.
